Open Letter to President Trump

U.S. President’s Travel to Da Nang City, Viet Nam Will Send the Wrong Message

Dear President Trump:

We, the undersigned U.S. citizens and legal permanent residents, as Vietnamese Americans, call on you to advise the government of Vietnam that you expect Vietnam to respect the rights of Vietnamese Americans whose property has been wrongly taken by the Vietnamese government, and to take immediate steps to return those properties to us as rightful owners, and to properly compensate us for the wrongful takings and use of our property.

Mr. President, we ask you to refrain from dignifying the venue of the upcoming Asia-Pacific Economic Cooperation (APEC) Summit, at which you have officially announced your attendance.

Da Nang City will host this year’s APEC Summit and plans to hold most of its key activities at the InterContinental Danang Sun Peninsula Resort. The owner of this luxury resort, Sun Group, has since 2010 collaborated with the corrupt and unelected government of Da Nang City to expropriate all the land and buildings of our Catholic Parish of Con Dau, thus driving this 142-years old parish and the surrounding all-Catholic community into extinction.

On May 4, 2010, the Da Nang City government sent hundreds of police troops, including paramilitary “anti-riot” units, to assault many of us and our family members as we were attending the funeral of a 93-year old fellow parishioner, using tear gas, metal batons, electric rods, and rubber bullets. They stole the casket and beat up more than 100 mourners, including children, pregnant women, and the elderly. Sixty-two parishioners were arrested and brought to the police station, where they were subjected to torture. Six of them were later sentenced to prison terms. One parishioner who escaped arrest was later caught and severely tortured. The next day he died of torture-induced injuries. In relocating the parish’s cemetery, the Da Nang City authorities desecrated hundreds of tombs of our ancestors.

We, the undersigned, are either victims of the brutal treatment of the Da Nang City Government or the loved ones of these victims. Many of us had to flee to Thailand and Malaysia and were later admitted by the United States for resettlement as refugees; the widow, surviving children, and brother of the victim of extrajudicial killing are among the signatories to this letter. Other signatories are either U.S. relatives of the victims or owned properties in Con Dau parish that were illegally taken by the government of Da Nang City.

Con Dau parishioners have repeatedly petitioned to the past and present Prime Ministers of Vietnam for intervention, staged months of protests in Ha Noi, and spoken to representatives of the central government and Da Nang City government officials, all to no avail. The Da Nang City Government has expropriated the lands belonging to parishioners and many of us, U.S. citizens and residents, turning them over to Sun Group, a private developer, to illegally and in violation of our property rights divide into small lots for sale to private investors. The total market value of our expropriated lands is estimated at 1.2 billion US dollars, but the total amount of compensation offered to Con Dau Parish and its parishioners was less than 4 million US dollars. Sun Group advertises its hotels and resorts in the American market and offers free U.S. tours to its investors. The property in question is known as the “InterContinental Danang Sun Peninsula Resort”. While InterContinental is indeed a respected company with properties throughout the United States, its activities in Vietnam and at Danang Sun Peninsula Resort are shameful and must be denounced. The property does not deserve to host you, Mr. President, the leader of the free world. And you and the United States, should not countenance their wrongful conduct by gracing the property with your honored presence.

On June 19, 2017, the Da Nang City government announced its ultimatum: failure to comply with the government’s order by July 5, 2017 would result in blanket eviction and relocation of all the remaining parishioners. This deadline is upon us; and we are practically powerless, without you, Mr. President, in standing against the evil forces of Da Nang City government. We implore, that you will speak out against the wrongs being visited upon our people. Make it clear, that the United States will not tolerate any further attempts at evictions, relocations and expropriations of its citizens’ property.

Hundreds of our loved ones in Vietnam are braving threats of further persecution by the government of Da Nang City to fight for the preservation of our parish, our culture, our traditions, and our faith. The appearance of the President of the United States and his high-visibility entourage in Da Nang City and your stay at the Sun Group-owned facility would send exactly the wrong message: that America not only tolerates but also gives her blessing to acts of religious persecution against an entire Catholic community and expropriation of the properties of U.S. citizens.

We therefore ask that:

1) Your Administration ensure that the APEC Summit will not be held in Da Nang City or at any facility owned by Sun Group, in Da Nang City or elsewhere;

2) You personally request, urge and demand of Vietnam’s Prime Minister Nguyen Xuan Phuc, whom you recently met at the White House, to protect the remaining 93 families of Con Dau parishioners from eviction from their 142-years old all-Catholic parish; and

3) You raise the issue of the real properties which have been illegally expropriated by the Vietnam government from U.S. citizens in advance of and during your upcoming visit to Vietnam and press the Vietnamese government to pay effective, prompt, and fair compensation for all the properties it has illegally expropriated from U.S. citizens.

We respectfully thank you, Mr. President, for helping us seek justice as proud Americans.
